Amit Kapur

Amit Kapur is part of the senior leadership at the Firm. He has extensive experience advising on regulatory, policy and dispute resolution mandates besides transactions in Energy (Power & Hydrocarbons); Transport (Rail, Highways and Civil Aviation); Telecom; Communications; Municipal Infrastructure and Social / Developmental projects.

His practice focusses on dispute resolution, public procurement, PPP and transactions in Energy (Power, Hydrocarbons, Natural Resources); Climate Change & Sustainable Development; Transport (Rail, Highways and Civil Aviation); Communications; Municipal Infrastructure and Social / Developmental projects.

He is regularly consulted on Infrastructure, Regulatory and PPP issues by several ministries / bodies of Central and State Governments; Developmental Financial Institutions (the World Bank, PPIAF, WSP-SA, ADB); Competition & Sector regulators and leading Indian and foreign Corporates (like the Tata Group, Adani Group, GVK Group, GMR Group, Vedanta Group, Larsen & Toubro, Reliance ADA Group, Torrent).

He assisted Kelkar Committee for Rejuvenation of Public Private Partnerships for Infrastructure Development in India (2015-16) while led to his serving as a member of the Expert Committee appointed by Ministry of Law & Justice to propose the amendments to the law governing enforcement of contracts in India – the Specific Relief Act, 1963 (enacted in 2018). He is consulted by the Central Electricity Authority/ Ministry of Power on structural reforms with policy and legislative changes for Indian power sector. He has led an internal team advising the Ministry of Environment, Forest & Climate Change to help evolve a Climate Change framework for India and review Indian environmental laws to achieve ends of sustainable development. He serves as a Member of the recently constituted Advisory Committee of the Central Electricity Authority (CEA), Ministry of Power, GoI mandated to suggest new reforms/ activities for the Indian power sector as also to suggest amendments in Electricity Law, Rules and other related legislation/regulations etc. He served as a Member of the Committee constituted by the Union Ministry of Law in January 2025, to examine and suggest modifications to prevent contractual disputes along with nominees of 4 Union Ministries and 4 Navaratna PSUs focussed on Infrastructure and public procurement.

Over past 20 years he has been a member of the National Infrastructure Council and Energy Committee of Confederation of Indian Industry and currently serve as a member of the CII National Council on Public Policy since 2019. Amit serves as a member of the FICCI Power Committee and chairs the Distribution Financial Viability sub-committee. He serves on the Management Governing Council of CUTS Institute for Regulation & Competition (CIRC).

Mr. Kapur has been associated in evaluating, drafting, reviewing and/or implementing the legislative, regulatory and policy frameworks prevalent in the sectors listed above besides assisting Committee of Secretaries, Joint Parliamentary Committee, Ministries of Union Government and State Governments. He has worked with governmental authorities, multilateral and bilateral developmental financial institutions, regulatory agencies, industry associations/bodies (CII, FICCI, IBA et.al.).

Mr. Kapur is a regular speaker / faculty at International & National workshops and Programs on issues of Policy, Law, Regulation, Project Finance, reforms and private participation in Infrastructure and has published position papers and articles in established international and domestic journals. Mr. Kapur’s talks have focused on diverse constitutional, legal, policy & governance issues. They have included the Regulatory Mechanism and Processes in India; Public Private Partnerships; Regulatory and Tariff related issues emerging in infrastructure development; Restructuring & Private Participation in the Indian Power Sector; Evolving Legislative Frameworks (Electricity Bill, Convergence/ Communications Bill/Competition Bill, Companies Amendments Acts, etc.) Contract Negotiations for Infrastructure Projects; Convergence of Power sector in India with the Telecom, IT and Media; Joint Ventures and foreign investments.

Mr. Kapur has also written and published various articles related to legal, regulatory and contractual issues in the Indian infrastructure sector.
