Mr. Goswami heads the firm’s Public Policy practice and has over thirty years of experience in working with leading multilateral organisations, and private institutions around the world.

Mr. Goswami heads the firm’s public policy practice. Before joining the Firm, he was with Asian Development Bank (ADB), Manila, Philippines as Chief, Regional Cooperation and Integration Thematic Group (RCI) from 2009 and with ADB since 1996.

As a Chief of RCI he was responsible for operational planning, RCI corporate reporting, RCI quality and skills enhancement, innovative RCI pipeline development through operationally relevant knowledge products, key seminars and RCI resource mobilization; joint initiatives with Sector and Thematic Groups; Chair/Member of Integrity Oversight Committee; Chair, Appeals Committee. He has also worked with Standard Chartered Bank, Mumbai as Head of Legal and Compliance from 1992 to 1996 and as an Attorney with Swidler & Berlin, Washington, D.C., USA from 1987 to 1992.

  • Drafting of the Digital Personal Data Protection Act, 2023 (DPDPA).
  • Drafting of the Openness, and Emerging Technologies and Risks (Artificial Intelligence) chapters of the draft Digital India Bill which may replace the Information Technology Act, 2000.
  • Drafting of the amendments to the Information Technology (Intermediary Guidelines and Digital Media Ethics Code) Rules, 2021 with respect to Online Gaming.

  • American Express on policy consultation in the FinTech and credit card space, road-mapping of emerging regulatory risks, stakeholder analysis, and drafting of representation to the RBI.
  • E-Gaming Federation on drafting of Self-Regulatory Body application to MeitY and rendered policy advisory on RBI Prepaid Payment Instrument Rules, GST issues, and DPDPA compliance.
  • Chase India and BharatPe on a joint survey on financial inclusion.
  • Binance on policy matters related to crypto-assets, stable coins, decentralized finance; conducted stakeholder mapping and advised on requisite interfacing with relevant regulators and government departments.
